Q: I have been charged with the task of implementing and maintaining a Quality System in a company that machines product out of metals and manufactures electrical components. This company had been around for 5 years before I started and didn't have any quality aspects at all. How difficult is it to start up a Quality Program from scratch? I have started a Quality Manual but in my eyes there is no point in writing one up if people arent going to follow it. How do i get the rest of the management team to drive down to their departments the importance of this?

A: It's understandable that starting up a new quality program is a challenge for everyone, including the management team. They are likely thinking about the new procedures as restricting their ability to manage their respective departments rather than enabling them to get better results. If that is the case, it is not surprising that they are not fully supportive.

The issue of management support and commitment is vital to the success of your program. Most often, the reason senior managers are not supportive is that they do not understand how a quality system can help them reach their business objectives. It is critical that this "link" is understood by the entire management team.

A quality system should be built around the objectives for the business. If the objectives are not well defined, that would be your starting point. If they are, then it would be important to identify the critical business processes that have an impact on those objectives. Your quality program would then be implemented to help manage and improve those business processes.

Q: We are a non-profit (501-3-c), my previous experience with an ISO9001:2000 was with a large computer marketing group and it worked wonders. Can this be fitted in a comprehensive manner to fit the non-profit sector?

A: Yes, the ISO 9001:2000 standard can certainly be applied to a non-profit in that it simply asks you to define your "customers" and the "products and services" you provide to meet their needs. There are, however, a few of the requirements that would not pertain to your organization and could be taken as "permissible exclusions". The key would be to align the system to help your organization improve in its ability to reach its goals and improve customer satisfaction.

A: The word "service" should certainly be substituted for the word "product" throughout any documentation to meet your needs. The ISO standard is meant to be utilized across any organization. So - other terms that are more appropriate for your company should be substituted wherever you see fit.

A: If you are undergoing preparations now to get ISO certified, most companies wait till their main or key processes and procedures are implemented before they revise the quality manual itself. So - from a project standpoint, the manual often gets updated near the end. That ensures you can incorporate some details about your actual processes as you define them. Remember that the manual is meant to address specific requirements in the ISO standard, so for the most part you can't eliminate anything. Again, it's more about adding detail that makes the manual make sense for your company.

After you get the processes implemented, you'll want to keep the quality manual updated as often as you change or improve - or find discrepancies during an audit. You should never let the external audit be the driver for updating the quality manual or any other documentation.

A: Thank you for your inquiry. The ISO 9001 certification applies to your Quality Management System, or in other words, the policies and procedures you put in place to meet customer requirements. It is quite comprehensive and addresses requirements that pertain to most of your company's operations.

Regarding cost and duration, both of these depend largely on how much time your staff and management have to work on the initiative and how much expertise with ISO you may have. The typical certification initiative will last 6 - 12 months.

A: We have many customers who have successfully applied ISO 9000 to a service industry. Remember that the standard itself is written in a way to be applied to literally any company. It's not prescriptive in telling you how to run your business. For you, there's still a need to define your customer's requirements and to ensure that you are providing what they requested. I'm sure you have partners (suppliers) that you may need to monitor and employees who you need to ensure are trained properly. A lot of the benefit of ISO for service industries is in providing discipline in the "management side" of the business. You may not currently have a structured approach to identify and solve problems (corrective action) or to review your internal procedures (internal auditing) or even to take a step back and look at your systems (management review).
